Paoay, Ilocos Norte—The truckloads of plastic trash recovered along the spillway of Quiaoit River, which has caused water to rise and flood several barangays of this town, has been blamed on local residents of neighboring Batac town. Paoay Mayor Bonifacio C. Clemente Jr. said the amount of garbage that gathered into the spillway has contributed to the slow flow of water in its exit way, resulting in the flooding of Barangays Salbang and San Agustin in this town. During a recent downpour around the province, affected local residents here complained about the sudden appearance of garbage, specifically plastic bags and cans, along the riverbank. They alleged the trash came from neighboring Batac town. Paoay, a low-lying town in the province, serves as catch basin of floodwaters during rainy season. In a separate interview with Batac Mayor Jesus R. Nalupta, the mayor said his administration has intensified their campaign on waste management in the local barangays, urging residents to become more responsible in their disposal of garbage. Presently, Nalupta said there is an existing ordinance being implemented by the municipal government strictly prohibiting the dumping of garbage into the Quaoit River. “Ita ket adda latta naka-assign a tao a mangdal-dalus iti Quaoit River ta saan pay ngamin a nasursuruan a nalaing dagiti tattao iti panagdal-dalus,” Nalupta said. Nalupta added that local residents had been accustomed throwing their plastic garbage into the river during high tide. He further stated that he has also assigned a task force to demolish piggery units without septic tanks constructed near the said river as this is strictly prohibited by environment laws. Nalupta also mentioned that he envisions the Batac river as a tourist attraction by establishing a river resort, similar to the river resorts in Sarrat, Ilocos Norte. The Batac mayor also assured Clemente that he will instruct the barangay chairmen of Quiling Sur and Quiling Norte—the two Batac barangays believed to be the source of the garbage that caused the flooding in Paoay—to strictly adhere to the waste segregation and disposal scheme of the Batac municipal government so the garbage mess would not be repeated.
