2 LGUs comply with bidding requirement on RA 9184

ARCDP2 Chief Technical Advisor Adelberto Baniqued and DAR Regional Director Renato Alano attended the Seminar on Procurement and Finance Management Orientation for ARCDP2 Projects held on September 5-6, 2006 at the Northview Hotel, Laoag City as a prerequisite for the two ARCDP2 recipient-areas, Nueva Era and Badoc before implementing some infra projects.

Baniqued also stressed that subprojects like farm-to-market roads, rural water supply and irrigation facilities have been approved already but not yet started implementation because of the holding of this seminar first in order to avoid procurement problems. Because additional towns like Ilocos Norte, Camarines Sur, Bohol, Negros Occidental were just known during the September Midterm Review Mission with 126 ARCs as of September 2006.

ARCDP2 projects should have to be completed on June 20, 2007 hence, there is a need to follow the bidding process and requirement to avoid re-bidding or projects generally takes 3 months which is an unnecessary delay and possible constraint in completing the project on time.

With Engr. Mario Orilla, Procurement Specialist, participants were able to learn bidding and awarding of projects from invitation of 30 days requirements from contractors to bids and awards. Hence, simulation has been conducted by participants during the training in two ARCs with good result.

Field Implementation Support Coordinator Tomas Cabueños Jr. of ARCDP2 Central Project Office gave the importance of the Seminar at the end of the training, the participants to fast tract the proper procurement activities as per Harmonized Bidding document based from RA9184 and guidelines from World Bank (WB).

After the final launching of ARCDP2 in Binalonan, Pangasinan for Ilocos Norte last March 7-8, 2006 preparatory works have been done covering the components namely: Rural Infrastructure, Community Development and Support to Rural Finance (the new and added component and which was not included during the ARCDP1).

Provincial Projects Director Milton Pascua welcomed and thanked the forty participants including Nueva Era Mayor and Badoc Mayor representative with their different bids and awards committee and technical working group chairperson and respective members including municipal assessor, treasurer, cashier, accountant and others for their time.

“If there is procurement, there should also be financing of projects.” ARCDP2 Administration and Finance Officer Head Daisy Lopez-Zita and in her lecture and also added that LGUs should follow or comply requirements with ARCDP2 to avoid disallowance and no objection from ARCDP/World Bank.
