After displaying its efficiency in a long time, the Laoag City Local Civil Registry (LCR) has been awarded the third place as the Most Outstanding Civil Registry Office in the whole country for 2005. The award for the city’s LCR was announced during the 3rd National Workshop on Civil Registration at the Garden Orchid Convention Center in Zamboanga City on August 8 to 10, 2006. The workshop was conducted by the National Statistics Office (NSO), in cooperation with the Civil Registry Offices in the Philippines. Among the highlights of the said workshop is the awarding of the outstanding civil registry offices in the country. The said workshop is held biennially. The city LCR’s third place award came at the face of 206 other competitors composing the large category. The certificate of recognition for LCR’s award was formally handed over during a regular flag-raising activity of the city government, with Ms Gloria F. Peralta, standing in for Laoag Mayor Michael V. Fariñas, handing the award to LCR personnel, headed by Ms Lilian Abijero. Provincial statistics officer Annabel C. Langbayan, who was also present during the said presentation, congratulated the LCR personnel as she also thanked the city government for giving the city’s LCR the chance to compete in the said search. Langbayan said she believes the Laoag LCR deserved the award as she noted the dedication of LCR personnel in their duties. She added that the mobile registration and mobile passport services held in the city also had a great impact on the results. Among the criteria used in the said search were: document submission, 40%; provincial statistic officer/officer-in-charge evaluation, 10%; compliance to CRD requirements, 10%; and over and above activities, 40%. Meanwhile, Abijero extended her gratitude to all civil registry personnel as she stressed that without their support, the win would not have been possible. She also emphasized that the award is not solely for the LCR but also for the city government and the people of Laoag. In a related development, the Pinili civil registry, headed by civil registrar Amie Ruel Coloma, also garnered 6th place in the same search under the extra small category. The said category had a total entries of 687. Other civil registry offices in Ilocos Norte which fared well are: Adams (2004), Bangui (2004 and 2005), Banna (2005), Burgos (2005), Dingras (2004), Marcos (2004), Nueva Era (2004).
