LC budget preparation in Pagudpud: A success

Despite criticisms thrown their way after they decided to hold budget preparations outside the city, Ms Gloria F. Peralta, city administrator, said the team-building program to prepare the city government’s budget next year was a success.

In view of this, Peralta expressed her gratitude to all department heads that attended the said exercise, held September 15 to 17 in Pansian, Pagudpud, Ilocos Norte.

Peralta further stated that the budget preparations were not merely about the city’s annual budget next year, but it also became a team-building session for all city government heads.

All department heads of the city government were required to attend the exercise for them to be able to draft their own budget and thus be able to defend them during budget hearings to be held at the Sangguniang Panlungsod.

Members of the Sangguniang Panlungsod were also invited to join but only council ex-officio member Benjamin Cabacungan was able to attend the three-day event.

Though successful, Peralta clarified that the output of the exercise would still need to be polished but this would no longer be done outside the city but right at the City Hall.

No final amount was also approved during the budget preparations as this would still be dependent on the proposed increase of the city government internal revenue allotment (IRA) share from the national government.

Ms Carlina Cumigad, city budget officer, said the status of the city’s IRA share would still have to be finalized for the city government to be able to know the funds available.

According to Cumigad, during the budget preparations in Pagudpud, a total budget of P331 million was tentatively proposed for 2007 but Ms Elena Asuncion acting city treasurer clarified that only P275 million may be proposed.

The Ilocos Times learned that this year’s budget is P300 million but due to the still uncollected franchise tax from INEC, totaling P15 million and the lost P500,000 from the Night Market revenue, the proposed budget for next year is expected to be decreased.
