MVF given most outstanding performance award
IN RECOGNITION of the excellence and dedication in achieving the goals and objectives of the Philippine Population Management Program, the Population Commission (PopCom) has chosen Laoag City Mayor Michael V. Fariñas as an awardee for outstanding performance for the entire Region I. PopCom recognition of Fariñas is the only one in the whole Ilocos Region as he was chosen by members of the Regional Population Advisory Board on April 11, 2007 with a corresponding approved resolution. The Ilocos Times learned that Laoag City is the first to conduct a training for Barangay Service Point Officers (BSPOs) even before the launching of the National Responsible Parenting Movement (RPM) and the National Family Planning (NFP) program, which paved the way for a progressive grassroots promotion of the program. The award was personally given to Fariñas by PopCom Regional Director Oscar Mabalot on May 11 at the City Mayor’s Office at City Hall. Ms Felicitas Santiago, city population officer, said this is the first time that the PopCom has given this kind of award and it was Laoag City which first received the award. Though the mayor has already received a lot of different awards, Santiago said the PopCom award is considered one of the best. Santiago also thanked the PopCom regional office for recognizing the city government’s programs in line with PopCom programs. She added that it was the city’s BSPOs who were the first in the region who conducted seminars on RPM and NFP even before it was formally launched at the regional office. BSPOs are considered volunteer workers and the city government has allocated an honorarium of P300 each for them aside from their respective barangay incentives depending on the income of the barangay where they serve. Aside from the trainings, the city PopCom office was also recognized for its advanced program in promoting PopCom programs through the monitoring of migration population in Laoag.
