THE Laoag City government, represented by Laoag Mayor Michael V. Fariñas and Gawad Kalinga for Northern Luzon executive director Lyndon S. Bonzon signed a memorandum of agreement recently for the establishment of Gawad Kalinga houses to be situated at Barangay La Paz here. According to Fariñas, the counterpart fund of the city government would be the 1.2 hectares lot owned by the local government unit and site development. This project has been proposed as early as three years ago wherein the city mayor would be given authority to enter into an MOA with the Gawad Kalinga Foundation in putting up GK houses in Laoag. The approval was only given last March and the MOA was signed with the participation of the Catholic group Couples For Christ. In view of this, the City Social Welfare and Development Office would be tasked to identify the qualified 100 family-beneficiaries who would be entitled to avail of the program. Fariñas also stressed that in the agreement, they would have to identify first the 100 beneficiaries before starting the project as the beneficiaries would help in the construction, which would serve as their share. “Ti rason ket tapno ammu dan to met a taripatwen dagitoy maipaay kadakuada nga inda met nagling-etan (The reason for this is for them to work for this so they would care after it later),” Fariñas said. The beneficiaries should be from the city and must belong to the “poorest indigent families.” Aside from the housing project, there will also be moral and spiritual seminars in order for them to have a good foundation in building their communities. Livelihood programs are also on tap next. Fariñas hopes this project would be started this year. Records show that Laoag City hosts two Gawad Kalinga communities in Barangays Bacsil South and Lubbot-Talingaan. In a related development, the mayor also announced that the earlier proposal for a low-cost housing for city government employees is still under negotiation with the national government. The said project was proposed by Fariñas intended for City Hall employees who still do not have their own houses yet. The city government is presently negotiating with the national government for the donation of a 70-hectare lot situated between Barangays Caaoacan and La Paz, where the proposed project is being planned to be established.
