Prov’l dad asks LC council to reintroduce special eco-zone
NEOPHYTE Sangguniang Panlalawigan member Cris Ablan requested the Laoag City Sangguniang Panlungsod to reintroduce the special economic zone through a measure to boost investments in the city. Ablan made this request during a regular session of the city council, wherein the session was suspended to accommodate the provincial lawmaker. Ablan first apologized to the members of the council for it was the first time he visited them as he also thanked them for the warm welcome they extended to him. He then said that his office, located at the Ilocano Heroes Hall, is open to all of them if they need legislative help. In his talk, he announced that the Regional Development Council and the National Economic Development Authority (NEDA) regional office have appreciated the Laoag City and Ilocos Norte governments for performing well in terms of health and family relations. But he added that they also noticed that both the city and the province have already lagged behind in terms of investments compared to other cities and provinces in the country despite Ilocos Norte’s strategic location. In view of this, he asked to reintroduce the special economic zone program similar to what was introduced during the term of former Laoag Mayor Roger C. Fariñas as he said he no longer has the power to approve the earlier measure. Meanwhile, Ablan also mentioned that several of the approved ordinances of the city are in his hands, including the Investment Code, which he said was already approved on the committee report with some corrections. Reacting to this, Laoag Councilor Joseph Tamayo said investors would be attracted to invest in the city when the Investment Code would be approved by the higher sanggunian. Laoag Councilor Juan Conrado A. Respicio II, for his part, who was then the presiding officer at that time, requested Ablan if he could accommodate some barangay projects of their respective district barangays. Ablan, though not giving any assurance, said he would ask the help of his father Rep. Roque R. Ablan Jr. to help him accommodate the said requests. Dominic B. dela Cruz
