After one year as members of the Sixth Sangguniang Panlungsod, the Laoag City councilors conducted their first regular session outside City Hall at Barangay Mangato-B on July 6. This session has been agreed upon by all councilors after the internal rules had been amended, which now states that the city council shall hold the council first regular session of the month outside the Session Hall. The designated barangay would be chosen by majority of the members. In the said out-of-City Hall session, the start would be moved earlier to 1:30 pm compared to the usual 2:30 pm regular start of session. Barangay Mangato B Chairman Elpidio Miguel said this is the first time their barangay hosted a regular session of the Sangguniang Panlungsod since he became a barangay official in 1968. Miguel said the council’s outreach session would be advantageous on the part of barangay officials since they would be able to personally witness the conduct of a regular session and for them to be able to personally request whatever their barangay needs. During the council’s outreach session in Mangato B, Miguel personally requested the concrete paving of the road leading to their barangay. This had long been a request of the barangay which remains unfulfilled to this day. The concrete paving of the said road, Miguel said, would also benefit residents of nearby Barangays Apaya and Sta.
