Richard Alvin Nalupta, a former ex-officio member of the Sangguniang Panlalawigan, was lauded by the current members of the provincial board following his appointment as the new chairman of the National Youth Commission (NYC). The board passed an unnumbered resolution on February 27 during the SP’s out-of-town session in Bangui, Ilocos Norte, showing their deep appreciation of Nalupta’s latest achievement. Nalupta, a native of Batac, Ilocos Norte and son of Atty. Mariano R. Nalupta and SP member Ma. Elena M. Nalupta, was appointed NYC chair by Pres. Gloria Macapagal-Arroyo. SP member Nalupta said she is proud of her son and she opined that it was his son’s inherent dedicated service to the people which has made his accomplish what he had achieved so far. With Nalupta’s appointment as NYC chair, the lady board member stressed that the province, particularly the youth sector, would be among the foremost beneficiaries of NYC projects. Before being appointed as NYC chair, Nalupta was an NYC commissioner. Among his programs during his stint as NYC commissioner included the Youth Legal Aid Program (YLAP), which sought to provide legal assistance to youth with meritorious cases who had been deprived of their right to competent legal representation merely because of indigence.
