No building permit
City Engineer’s Office files raps vs 3 house owners

The City Engineering Office has filed a case for the non-compliance of the building code against three residential house owners of Barangay 44 (Zamboanga), Laoag City.

Ulderito D. Root, city engineer, identified the owners as Mr. Remigio Ancheta, Mr. George Perucho and Mrs. Concepcion Barios, all residents of Barangay 44, Laoag City.

According to Root, his office has issued at least three letters informing these persons that they need to secure a building permit before they can start construction of their edifices but not one among them complied.

A building permit is one of the prerequisites required by the city government before any construction in the city would be allowed.

Root explained that even if there were also some who had failed to secure a building permit, they immediately complied after they had been advised by the engineering office to do so.

In situations like these, Root said they are tapping the assistance of barangay officials to immediately report to the concerned office whenever they see constructions that had not been given building permits. Building permits are usually posted in front of the construction site.

Among the requirements in securing a building permit include the land title or affidavit of consent, tax declaration, latest tax receipt, a barangay clearance, five sets of plan, structural computation bill of materials and specifications.

Once these requirements are completed, the applicant should then secure a mayor’s clearance, zoning clearance from the City Planning Office, and fire safety clearance from the city fire department, after which it would then be processed by the City Engineering Office.

Those who would not secure a building permit would be fined 10 percent of the total cost of construction.

Root also explained that the building permit is one way of helping building owners if something happens to their edifices within 15 years for if something bad happens, the engineer on record of the construction would be obliged to pay for the damages.
